This is entirely ranked by how legendary the choreography and execution - by performers and filmmakers - of the fight sequences are.
My personal preference is on long takes, minimal wire work, minimal effects, minimal editing fakery - though there are exceptions; both King Hu and Tsui Hark work wonders in the editorial construction of their action sequences, but virtually no one else has that kind of magic.
There will be some very shitty films on here that are ranked very high because their fight scenes are fucking amazing. If you love martial arts films, you know that's just how it goes.
